Outlook.exe won't shut down

Outlook.exe won't shut down when I leave Outlook. When I try to reopen
Outlook I get the message: Outlook did not shut down properly.... and it
won't open unless I reboot.
I've tried Detect and Repair--no help

I've had similar problems. The root cause of the problem I had was the
following: A udp process attached to outlook.exe that was providing my
exchange connection was in a hung state when I would shutdown outlook. I've
found that doing a winsock reset fixes the problem. The OS I had trouble with
on this issue was Windows XP. To do a winsock reset do the following.

netsh winsock reset

Then reboot the computer. Please be aware if you do this you may have to
reinstall any VPN or firewall software that you may have.
