Outlook errors -- GENERAL MAIL FAILURE

I have experienced some very strange error messages when using OULOOK XP.:

When I reply to a message I get the following message... " THIS FORM
REQUIRES WORD AS YOUR E-MAIL EDITOR, BUT WORD IS EITHER BUSY OR CANNOT BE
FOUND. THE FORM WILL BE OPENED IN THE OUTLOOK EDITOR INSTEAD. AN OLE
REGISTRATION ERROR OCCURRED. THE PROGRAM IS NOT CORRECTLY INSTALLED. RUN SET
UP AGAIN FOR THE PROGRAM."

I have done nothing different today for this to occur. I have checked the
OUTLOOK 'options >> mail format' and the 'use Microsoft Word to edit e-mail
messages' has been ticked -- however it does not remain ticked when I
shutdown and restart outlook???
I have unistalled Office XP and reinstalled it. There is no change to the
problem.
Your help would be appreciated as I also cannot forward attachments or send
a excel file from the Excel program: the error message in EXCEL for this
issue is:

"THE OPERATION FAILED DUE TO NETWORK OR OTHER COMMUNICATION PROBLEMS. CHECK
YOUR CONNECTIONS AND TRY AGAIN."

I click 'OK' and get the next message:

'GENERAL MAIL FAILURE. QUIT MICROSOFT EXCEL, RESTART THE MAIL SYSTEM AND TRY
AGAIN"

I have tried doing this with no change.

Please let me know if there is something I can do...???

I did some digging through the MS forum history and found the answer to my
problem... add 'regsvr32 ole32.dll' to the START RUN and viola everything
works!!! Why this happened? Who knows????
