Outlook Error on start: CiceroIUwndFrame:Outlook.exe entrypoint not found.

When I start outlook 2003 I get the following error.

CiceroUIWndFrame:Outlook.exe entry point nopt found

The a dialog box opens and takes 3 clicks to remove
stating:

The procedure entry point GetIUMS could not be located in
the dynamic link library MSDART.DLL

Any thought?
