Outlook email will send using hotmail account, but it won't receiv

I set up my hotmail email account in Outlook 2003 and I can send messages,
but it will not receive anything.
 
It's probably not sending, either. You can no longer use Outlook or OE with
Hotmail unless you pay for the Plus version. Use your browser instead.
