Outlook email attachments

I propose a user-selected folder to serve as the default for email
attachments (opens first when Outlook insert attachment button clicked) since
I tend to use a set number of documents as email attachments. Ideally, the
folder could have a button on the quick access toolbar. Is that possible?

There are third party program add-ins that do this. Use your favorite search engine to find them, some paid, maybe some free. You can also try http://www.slipstick.com to see if there are any listed there. Have you looked at Outlook Default Path? (Free).
