Outlook email alert box

I am trying to find out how to add the email alert and preview “ghost†box
that appears in Microsoft Outlook when a new email appears.

This box will appear when you receive a new email and allows you to see the
first few lines of text. If you click on the box it will open the email – if
you don’t it slowly fades away.

Please advise what this box is called and how I can obtain it in Microsoft
Outlook 2002.

The tray icon balloon is available in OL2003, not in OL2002.
