Outlook doesn't shut down when I exit. It runs in the background

When I exit Outlook 2000, the program closes, but continues to run in the
background. I have to hit CTRL-ALT-DEL, then select Outlook, the select "End
Process" to get out of Outlook all together. I've tried reinstalling MS
Office, but that didn't help.
 
are you using a pda, antispam software or anything else that is using
outlook data? It needs to close first.
