If you start Outlook after turning system on, and then exit at some point
thereafter, Outlook does not finish closing. process must be stopped in Task
mgr before re-opening outlook, and then it says that it was not properly
closed, and suggests safe mode.

so please start in Safe Mode. Close Outlook and Start it once again.
After that run scanpst.exe !
