Outlook does not shut down completeley, using Windows 2000 and Office 2000. There are several pcs with this problem. They all have the latest Windows & Office updates. The only way to shut down outlook is through Task Manage

You're probably a little impatient. It can take some time for mapisrv32 to
completely shut down, especially when there are incomplete actions. For
further details, repost in an Outlook newsgroup.
