Outlook Desktop alert, notification, popup - turn off programattic

Is there a way to programatically turn off Outlook's alerts?
This is for Outlook 2007. Thanks, Kerry
 
It's in the registry, but Outlook only reads that (among many settings) at
startup and then maintains the settings in memory.
