When attaching a file to a forwarded e-mail the attach
file button always defaults to "my documents" is it
possible to chnge this to default to another
drive/directory?

No, Outlook will always default to the user definable "My Documents" folder.

For Outlook 2000, read http://support.microsoft.com/?id=252732
For Outlook 97, read http://support.microsoft.com/?id=253136
For Outlook 97, read http://support.microsoft.com/?id=253135

There are no articles for Outlook 2002 or 2003, but since the key mentionsed
in that article is Windows-specific and not Outlook-specific, I imagine it
might work for other Outlooks, too.
