outlook could not start because of internet explorer

Could not launch Outlook 2003, error state that I need Internet Explorer 4.1
or later even though I am using 6.0 SP2
 
Does it work after yo resetted your Internet Explorer settings? Control
Panel-> Internet Options-> tab Programs
