Outlook converting email to Chinese?

Someone at my company is having a problem...They send an email out and Outlook/Windows Mobile converts it to Chinese when it wasn't told to. Has this happened to anyone before? I can't seem to find much info on it anywhere on the web. Thoughts? I was just thrown this problem...it's intermittent which makes it that much more strange. Help?

As always, give us some information, or how can anybody possibly guess
what your environment is!

- Windows version?
- Outlook version?
- Account type?
- Message format?
- Encoding?
- Font?
 
I am having the same issue when using Outlook for the Web but not when I use
local Outlook. It only happens to some of the recipients that I send to. I am
using Windows XP SP2, Outlook 2003, and the font is Arial. I believe the
format is HTML. I'm not sure about the rest.
