outlook "Contacting server for information"

I keep getting "contacting server for information" for 30 seconds up to 3
minutes. What is this and how do you fix it?
 
Not enough information to even guess. Please provide your version of Outlook
and type of mail account so that some troubleshooting steps can be offered.
