outlook configures on each message sent / recieved

each time i press the send receive button i get the message " please wait
whilst microsoft configures office 2007" and on opening it pos up with
"preparing to install"

can you assist me please ?

As i Have read this is by no means a new problem, it dates back to the 2 feb
on google and similar here, is there any solution that any MVP knows if so
why is it not being explained in detail here. this is mentioned in 12 post
and replies below as such this should be given more consideration than it is
currently recieving

What steps have you taken to try and rectify this?
Try repairing your Outlook/Office installation.

As per the standard procedures i have tried on several occasions to re
install -
used the windows clean up utility
also set the permissions to allow all users (even though i am the admin and
only user)

My level of knowledge with regards to rectifiy similar issues is wholesome,
however there seems to be a very common and clear problem with no comman
solution.

perhaps an accepting that the product is faulty would be easier.

Well, it's certainly not a common problem so it would seem that something is
fairly unique in your situation.

Does the problem happen if Outlook is run in Safe Mode? Do you have any
other versions of Office installed? Add-Ins that might require
sub-components of Outlook?
On Send /Receive is strange. I'd expect it to be when Outlook starts.
All add-ins are disabled?
Sometimes this can happen with applications such as Word where different
versions are installed but I'm yet to see it in Outlook (Probably because
you can only have one version of Outlook installed).

to clarify :

when oulook starts it tries to "configure" and also upon receipt of each
email. could this have something to do with the fact that word is not
installed ?

Addons where do i find them or remove if neccessary.

Add-Ins are in Tools | Trust Center.
Which version(s) of Word are installed?
There are a few features that are not available in Outlook 2007 when Word
2007 is not installed from the same package so, if Word 2003 is installed
and sets itself as default when used, then it could be that Outlook is
reconfiguring to get the extra Word 2007 features.

It is a fresh install of office 2007 the only other mail app is the vista mail.

My only thoughts after studing this is it is either a combination or one of
the below

1 : the location of the file in which the short cut is pointing is incorrect
2 : the office installer does not seem to be installing but merely placing
the files to be installed on first opening ( and can i note i have tried
both) install on first and install onto hard disk etc.
3 : permissions for the files are incorrect or user groups are conflicting

4: there's no solution available, there have been approximately 12 or so
requests for the information relating to this problem elsewhere on this site,
and lots more elsewhere.

Any ideas ??
