Outlook configures each time it opens

Do you mean that an MSI repair kicks in when you open the application?
 
No, when I open Outlook 2007, I et a message that says "please wait while
windows prepares necessary files" then it goes to "confiuring microsoft
office professiona 2007" Then takes several minutes to load.
