Outlook closes after closing email

I have Outlook 2003 installed on a computer with Windows XP Professional SP1.
User opens an email and then closes it by using the X, then closes email as
well as outlook altogether.

I can't reproduce the behavior. When I close any Outlook window except the
main one, that main one stays open.
