Outlook, can't get attached file

I can't get the attached file in an e-mail downloaded to
me, cause Outlook says the access is removed because the
file isn't safe. But I am sure the file is safe and want
to download it anyway... But how?

1. GO to TOOLS > OPTIONS and click the SECURITY tab.

2. Make sure the "Do not allow attachments..." box is unchecked.

Presuming you mean 'Outlook Express' (Outlook, part of Office is
entirely a different matter),. in its Tools - Options - Security,
uncheck the 'Do not allow attachments to be saved. . . ' box
