outlook can't create new 2003

I can't create any new messages, contacts, and entries. Some options like
new message, options, about everything in the tool bar is lite grey and
unusable . It is not on offline mode and I have reinstalled in 2 times
already with same luck. I only have install on my one computer. Whats the
issue.

Outlook 2003

I don't want to upgrade till it works.
 
Have you created a profile for Outlook to use? Have you created the mail
account with the correct details to connect to your ISP? Do you have an
internet connection?
