"Outlook cannot save the URL to a file."

When I click "Save it to Disk" in the "Opening Mail
Attachment" dialog box, I receive the following error
message: "Outlook cannot save the URL to a file. Can't
find this file. Make sure the path and file name are
correct." According to Microsoft Knowledge Base Article
810646, this is a known problem with Office 2000 SP3, and
Microsoft has a fix for it. However, I cannot figure out
how to contact Microsoft to obtain the fix. Please help.
