Outlook cannot connect to the microsoft exchange sever?

I am switching from Outlook Express to Outlook 2003 and when I installed all
went well.... but when you launch Outlook I get this error "The connection to
the Microsoft Exchange Server is unavailable. Outlook must be online or
connected to complete this action"

How do I get to the Microsoft Exchange Server to make it available to
Outlook 2003?

Are you using Exchange? If so, ask your IT people.
