Outlook calendar event UID

I created an appointment in my Outlook 2007 calendar. I then
right-clicked and copied it to several different dates before
modifying them and saving off .ics files.

When I e-mailed the .ics files, the recipients tried to load them, but
each new one deleted the previous. Further checking showed that each
..ics file had the same UID. I had to hand edit the UID to something
unique and re-send the calendar items to them.

Is this the way Outlook Calendar is supposed to work?

Well, sure, I didn't want to create meeting requests. I wanted
unique appointments.

That link makes it appear that this may be a "feature". I imagine
there may be some advantage to it, although I'm not thinking of one.

So I will consider it a bug and will expect to hand edit my
appointments in the future.
