Outlook Calendar does not show conflicting times or locations

I have a user who is having problems with an Outlook Calendar. The background:

The calendar is used by the Athletic Department to schedule the athletic
fields. It is set up in the public folders, not in an individual's Outlook
Calendar.

When you try to make an appointment to schedule the fields, it does not warn
if there is a conflict. The time is marked as "busy," but there is still no
notification.

Thus, you can accidentally schedule two events on the same field at the same
time.

Ideally, there should be a warning whenever a particular athletic field is
being used at a time you are trying to schedule an event. This is especially
important if you schedule a single event on the field for a particular date
and later try to schedule that field for a weekly practice that will
conflict. The user needs to know of the conflict while scheduling.

The user gets the conflict warning on his own calendar in Outlook, but does
not when he uses the one in the Outlook public folder.

If you use a mailbox for that purpose and not a public folder, you have more
options for how conflicts are handled.
