Outlook Bar Not Available in Web Access

My "Outlook Bar" has disappeared while accessing my email using MS Outlook
Web Access. This occurred using Internet Explorer and once it disappeared it
isn't available on any system I access my email from using Internet Explorer.
It is available using other browsers (Netscape, Firefox) but these browsers
don't offer the full capabilities.

Any idea how to get it back.
 
ASk in an Exchange newsgroup as OWA is part of Exchange not Outlook.
