Outlook Attachments but not to all

I've been doing Exchange for a long time and have never been asked this:

A user wants to send an e-mail with attachments to group, but only wants
some of the recipents to get the attachment, not all. This is useful to him
if he's sending mail with attachments to outside his company but only wants
to NOTIFY his business partner. He doesn't want the business partner and
himself to have the attachment in their outlook as well as the file to be
stored on their server.

I'll give you a cookie if you can tell me how to do this. They're using
Outlook 2003.

Set up the one group as a category, say "inside" and the other group as an
"outside" category.

Instead of an attachment, I would use a link to the document that is
only accessible to the 'insiders'.
