outlook annoyance

why do i get preparing outlook for first use retrieving mailbox everytime i
log in and then go into outlook. I use outlook 2003 on exchange server
 
That would depend on your user environment which you did not post. For
instance; are you always using the same computer? Do you get this as well
when you restart Outlook and not the computer. Is you corporate environment
set to use roaming profiles? How has the mail profile been created? Etc...

Contact your administrator when you do not know the answer.
