Outlook Address Book blocked

I have Outlook 2007 and resently transfered settings from my old computer.
Now when I seek to access contacts from an e-mail address by clicking on To:,
there are no contacts shown and the selection fields are blank. Also, in
Contacts-properties-Outlook Address Book, Contacts is shown as the address
book, but my contacts will not show up in any other forms (such as e-mail or
mail merge). I tried the resolutions suggested by Microsoft Online Help,
which said:

"Even if you have successfully added your Outlook data file, also known as a
Personal Folders file (.pst) (Personal Folders file (.pst): Data file that
stores your messages and other items on your computer. You can assign a .pst
file to be the default delivery location for e-mail messages. You can use a
..pst to organize and back up items for safekeeping.), and you can see your
contacts in the Outlook Contacts view, there is an additional step to make
your contacts available from the Outlook Address Book in the above scenarios."

What is the "additional step" that I need to make?

I forgot to mention that in the Outlook Address Book tab on the
Contacts-Properties, the box for "Show this folder as an e-mail Address Book"
is faded and un-selectable.

So tell us how you migrated your Outlook data...
 
When I got a new laptop with Windows Vista installed, I installed
Office-Small Business (w/ Business Contact Manager)on it and used the Vista
File and Settings transfer from my desktop via wireless network. All
contacts, e-mails and other settings seem to be ok. I also use Outlook
Connector to manage my hotmail accounts in Outlook. NOTE: on the desktop,
Outlook Address Book worked fine with the same data before the transfer.

You have a broken mail profile and must start with a new one.

As posted here and in many other places - the Vista WET utility does NOT
work with Outlook.
