Outlook 2k3 calendar multiple users without accept-decline invitat

How can I publish outlook 2003 calendars items to multiple users, without
accept or decline the calendar entry/invitation?, I would like to send
appointment/invitaions to multiple users with out creating a meeting request.

We do not want end user to accept or decline this calendar items, we want to
place this calendars in their outlook 2003 calendars with a reminder on it.
this will go to multiple distribution list in the company but not to
everybody.

Is there a way to make a scripting code to do this?

We are running exchange 2003 sp2 and outlook 2003 client. thanks!

Is there a way to customize the outlook form, there is some fields that we
want to remove/change, for example the add holidays button to just say "Add
to your calendar"?
