Outlook 2010 Search and mssphtb.dll disabled

Running 32 bit version of Outlook 2010 (RTM) on Windows 7 64 bit

The addin mssphtb is always disabled and crashing.

I have tried to rebuild my index - did not help
I have tried to enable the addin and upon restarting Outlook, mssphtb is
disabled again.

Any ideas please?

Same issue different config. Windows XP 64 bit with Office 2010 in compatibility mode. Desktop search works but not Outlook search.

Can't enable mssphtb
I have rebuilt index
I have restored defaults
I have tried repairing the office installation
Outlook addin is perpetually disabled

Any ideas on this would be greatly appreciated. I've seen several other posts describing the same issue.
