I would like to be able to have someone create an appt. in a public Calendar
and then have a copy of it placed in my calendar automaticly. We have Office
2007 with Exchange 2007. Is this something that can be done in Outlook
without having to use sharepoint or any third party apps.

You can try rules on the folder to forward the appointment to your address,
if it doesn't work (and probably won't unless it’s a meeting request),
you'll need a 3rd party tool as its not a feature in outlook. Right click
on the folder, choose properties, administration tab, folder assistant.
