Outlook 2007 - why no ribbon?

Does anyone have any idea why the same task driven ("ribbon") interface
couldn't have been applied to Outlook 2007? I know it's there in the
mail dialog, but surely it could have also worked in the main Outlook
window.

Outlook just looks a little out of place now...

Outlook actually has the most complex ribbon implementation of any Office program -- http://blogs.msdn.com/jensenh/archive/2006/01/18/514300.aspx. They just apparently didn't have time to get it done for the folder window.
