2003 ui instead of 2007 ribbon

We now have Office 2007 (including Outlook 2007) on our pc's. Why would I
still see the old "File..Edit..View.... etc)" instead of the new ribbon?

Because the Outlook development was too late to include AFAIK - you still
see the Ribbon in a New Message Window...

The ribbon for the main Outlook window doesn't appear until Outlook 2010.
