Outlook 2007 & "The form you have selected cannot be displayed" - NOTHING HELPS!

I recently upgraded a user's PST from the older 97-02 format to the
new format to avoid the 2GB limit. I created a new PST (in the new
format), made it the default send/receive location and then imported
the emails from the old PST. I did the same with his Archive PST file
as well. Upon restarting outlook, the user couldn't reply to emails
and got the infamous "The form you have selected cannot be displayed".

I promptly did all the know hacks to eliminate this message (edit
registry to not use forms cache), cleared the forms cache, ect. All to
no avail. So, I did a repair on his Outlook 2003. That didn't help, so
I did an fully uninstall and reinstall and that didn't help. So, I
installed the Outlook 2007 upgrade and that didn't help either. He can
compose new emails all day long, but can't reply/reply-to-all/forward
emails ... the form does come up and he is prompted with this message.
I'm loosing hair on this one and would like to avoid backing up all
data and reinstalling windows/office if possible.

Please help!

Never import from a PST. You lose data and can damage your mail profile.
Simply open the source PST with File>Open>Outlook Data File and copy the
contents of each old folder to its corresponding folder in the new PST. If
I were you, I'd start over.
