Outlook 2007 PST Temp Files

SP2 is installed. Outlook.exe is gone from task manager after closing (Processes Tab). This is weird considering there are other PST's the user has but are not doing the same thing.

Outlook 2007 creates a temp file for each ost/pst in the profile using this
format for the name: "~outlook.ost.tmp". Mine are between 1000 and 3500KB.

And creates one if no exchage involved?
