Outlook 2007 Outbox - Stuck Item

I'm using Outlook 2007. I seem to have an item "stuck" in my outbox. A
program had an error and created a report to send to its tech people.
Now this item is in my Outbox and will not go away. It is 33mb in size.
Outlook says I cannot do anything with it because "Outlook has already begun
transmitting this message".
I cannot see where it is actually transmitting the message. I see no activity.
I cant move it, delete it anything with it.

I just want to get it out of the Outbox and delete it.

If you don't see anything in your Outbox trying to send, try the steps listed

Try setting OL in Offline mode, then deleting
