Outlook 2007 on Vista: Can send, No Receive

Can someone please help me out, searched for 2 months now:

Problem: Recieving POP mail keeps on hanging. sending no problems.
It does recognize the POP server.. amount op mails is recognized. but it
skips the recieving. it looks like it's skipping over the emails to receive.
1of30, 2of 30.. but it keeps on 3,48kB of 3MB to receive. (error
message:0x8004210E/A)

tried other Email programs and other pop accounts at different adresses, but
all won't receive popmail. Webmail is working without problems.

Even more strange. It works in all networks except on the office location.
All users in network use XP. Only I use Vista.

Using VAIO VGN-AR21M notebook
 
Is there any antivirus email integration enabled? If there is then disable
it and download all your messages from the server with another email client
to clean it out then try with Outlook again. Do the last step even if you
don't have antivirus email integration enabled.
 
I Did these steps already... no solution. I have installed OneCare. Didn't
work with or without antivirus program installed

This means that there is some firewall or other POP3 protocol scanning going
on here which disallows you to make you the connection.
There you go. Contact your network admin for more info what Internet traffic
isn't allowed on their network.
