Outlook 2007 lost configuration info

I installed Windows 7 Home Premium Upgrade. I then reinstalled Office
Enterprise 2007. All programs work normally except Outlook 2007. I went
through the startup wizard and test messages were fine. I restarted Windows
and Outlook 2007 startup menu appeared again. I completed the wizard and
test messages were fine.
I restarted Windows and the Outlook 2007 startup menu appeared.

Please help.

Did you upgrade from Windows Vista or from Windows XP (and thus actually did
a clean install)?
Have you applied Service Pack 2 for Office 2007 already?
Do you close Outlook before shutting down your PC?
Instead of restarting your PC, what happens when you log off and then log on
again? Are the settings maintained now?

I was running Vista. I installed Service Pack 2 for Office. No, I did not
close Outlook when restarting. I will configure Outlook again and try logging
off and on and will post the results.

I upgraded from Vista, applied Service Pack 2, re-entered Outlook config
info, closed Outlook, logged off and logged on again.

The Outlook startup menu appeared again. Is there anything else to try?
