outlook 2007 crashes without fully opening

Unistalled and reinstalled Office 12, no change. All required updates were
in place.
Office Detect and repair did not resolve problem.

Please give insight.

Did it work before?
Does it start using the safe switch?
Start>Run
Outlook.exe /safe

It has worked since November 2007 when our system switched from Outlook 2003,
with only minor crashes that were fixed by going into safe mode. I just
tested it now using the run command, it crashed.

The archive.pst file was overlimit in size. Renaming it and starting a new
archhive.pst file solved the problem.
