Outlook 2007 Crashes - Customize or Contact Phone Number Edit

I've read that a few users have had this same issue, but I
have not read of a permanent fix for it.

Every time I try to edit a contact's phone number, Outlook
crashes. Similarly, each time I select "Customize" from the drop down
menus, Outlook crashes.

Does anyone know if there is a fix other than temporarily
pausing the telephony service?

Pausing the telephony service has never been a solution recommended here.
Might want to try the one we do recommend: set your dialing location
correctly for your OS.

I have reset the location. Or, at least, I thought I did.

Do you have instructions I can follow to make certain I do it
properly?

What's your question? You don't set dialing location in Outlook.

I am having this problem despite having the dialing location setup properly.
It is odd - it happens only when a number exists in the Contact record and I
try to edit it but not when I create a new phone number for the first time.

I've read elsewhere that it is caused by using the Network Service user on
the Telephony Service but I can't get it to start with any other user
credentials. Any help would be much appreciated.
