Outlook 2007 changes keyboard layout

Hi,
I am using Office 2007 on a Vista Business machine. Every installed software
is a german version and the keyboard layout is set to german. When I start
Outlook 2007 it occurs that the keyboard layout is changed to english. All
other opened programs still use the german layout, only Outlook uses the
english one.
When I change it manually back to german the setting remains some time, but
eventually it gets changed back to english again.
Is there any other possibility to force Outlook to use the german keyboard
layout?

Any help would be greatly appreciated.
