Outlook 2007 - Can't send picture using Windows Explorer option

My computer has Windows Vista Home Premium installed with Outlook 2007
Professional loaded. For about 6 months whenever I try to send a picture to
an e-mail recipient, it looks like it's working up to the point where it
should bring up the e-mail message so I can add the recipient. It just
stops working. After that I can't bring up Outlook 2007 at all until I
reboot. The e-mail just vanishes. What can I do to repair this problem?

Since my original post didn't get a reply, let me state that I tried turning
off all the add-ins that I was allowed to turn off with no effect. I did
notice that when I brought up Outlook 2007 in "Safe Mode" that the problem
went away, but only in "Safe Mode". Also I didn't mention that the
previewers seem to be broken also.

Is there a way to reinstall Outlook 2007 and not delete all my mail,
contacts and mail handling rules? I'm ready to go back to Windows Mail that
came with Vista.

Uninstalling and reinstalling won't lose any of your mail or rules, but it's
unlikely to fix the problem, either. However, try Help>Office Diagnostics
instead of a reinstall.
