Will Outlook 2007 be able to import data from Act 2006 [version 8]?

Not in the Betas so far. When the Alpha was released there were some
words to the effect that ACT! SDKs were not compatible with each other
or some .NET versions, and supporting the older version (ACT! 2005)
made more sense because more of those users were likely to move to BCM.
Judging from the releases so far, they simply don't appear to have done
much in the Import area in this release. If ACT! 2006 jump up and down
and make a lot of noise, Microsoft may do some additional work.

I understand that this Beta is the final release for version 3 minus
fixing major bugs turned up by Beta users, but the import app being a
seperate EXE it is probably easy for them to improve it in a service
pack.

BTW, I heard from them that they consider the Beta is baked, and it is
now just a question of coordinating with the rest of the Office Beta
bits and bunging them up on a server.
