Outlook 2007 Archiving

I use per folder archive setting in outlook. Since converting from 2003 to
2007, my auto-archives do not appear to be working.
I have checked the modified date on files and confirmed they are 7 weeks
old, while the archive settings for that folder are set for 2 weeks.
The "Do Not Archive" properties is not set either.

How did you do the conversion from 2003 to 2007?

I believe my laptop crashed, and during the rebuild, I converted from 2003
to 2007. I did not have a backup of my OST file since RoboCopy and EFS do
not get along together. But was able to reconnect to the Exchange server to
get to my current mail. I still had my Archive files from backup.

And you are ABSOLUTELY sure that the Modified date is showing the old dates
and not when you re-connected to the Exchange server?

I rebuilt the machine on 11/29/07
I have items in a folder with a Receive Date of 01/09/2008 and a Modified
date of 01/15/2008. The Archive setting on that folder is "Clean out items
older than" 1 week. And the "Move old Items to" is a specific Archive
folder. I've resorted to manually archiving folder over the last 3 months.
But the sheer number of folders is making it difficult to keep pace with the
Exchange server's retention policy.
