I did a clean install of Outlook 03

I copied from Outlook 02 rules, mailbox, extend (dat file), and Outlook pst
to my hard drive

How do I put all that information into Outlook 03

You can connect to the pst-file by using File-> Open-> Outlook Data File.
You can set the pst-file as the default delivery folder in Tools-> E-mail
Accounts-> Next-> at the bottom. You're rules are probably available now as
well but if not choose Tools-> Rules & Alerts-> button Options-> button
