Outlook 2003 won't shut down

When I shut down outlook 2003 it closes completely (at
least it looks that way) but when I go to open it again
it doesn't. I then look in task manager and the original
outlook.exe that was opened is still running and the
second instance is also running. If I "End Task" of the
original outlook.exe the second will now launc the
program and it works. It I then close that one the whole
thing starts all over.

Anyone have any suggestions?
