Outlook 2003 won't send/receive emails automatically. Why not?

My Outlook 2003 does not want to automatically send/receive email messages
even though I have those options checked to work automatically. Is there
something else I should be looking for?
I use Zone Alarm Suite firewall/antivirus but turned that off.
I'm using Verizon Wireless connecting between my Outlook and Treo 650 to
sync automatically. But that doesn't happen because Outlook has stopped
sending/receiving emails automatically.

This appears to be a problem that is coming up frequently
I have the same problem with Norton blocking. Removing the firewall is a
temporary fix. Removing Outlook from Norton programs causes Norton to crash
with task manager freezing too requiring me to pull the plug.
A system restore back to 20/12/05 worked but I have had the problem return
today 16/01/06 (NZ time). Viral definitions up to date and I am running a
full system viral check and downloading SP2. If neither work then I am at a
loss. PS has not solved the problem...
