Outlook 2003 won't receive from earthlink

When I set up outlook 2003 with my earthlink account, the connections all tested fine. But when I click send and receive, it prompts for my network password, which I enter, and then I get the following error message and no messages are received

Task 'pop.earthlink.net - Receiving' reported error (0x800CCC92) : 'Your e-mail server rejected your login. Verify your user name and password in your account properties. Under Tools, click E-mail accounts. The server responded: -ERR syntax error

Sent messages go out fine. Any ideas what is causing the error message

Sounds like you've got the wrong username/password for earthlink's server.
Double-check them. If everything appears correct, could you turn on
diagnostic logging (see
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479, it works
for Outlook 2003 as well) and post the OPMLog.log file after you get this
error?

Jeff, I enabled diagnostic logging and tried send and receive. I got the same error message, but when I went to get the log file where the article says it will be, (C:\Documents and Settings\<logon name>\Local Settings\temp\OPMLOG.LOG), it was not there. There is not even a Local Settings folder in my Documents and Settings folder

Do I need to do something else?

The only thing I can think of, based on the logs below, is that there is
something wrong with your passwords. Since we don't put them in the logs
(for privacy/security reasons), I can't tell for certain. In general,
though, passwords cannot contain spaces, and there may be restrictions on
the special characters allowed as well. Safe characters are generally all
alphabetic and numeric characters and the underscore ('_'). Others may be
allowed.

my fix

I had the exact same problem. I was able to fix the problem by setting all the files in the c:\document and settings\user\Local Settings\Application Data folder read-write. I guess something must have happened that set some key outlook files read-only and it screwed up outlook.

to fix:
right click on c:\document and settings\user\Local Settings\Application Data, click properties, clear the read-only, hit ok. After I did this, I was able to log in successfully and download email again.

I know this was an old thread but I wanted to post the fix I found because this thread was the #1 google result but didn't have a fix posted.

The above fix worked for me with a GoDaddy email account. However, on Win7 the directory is C:/Program data. I kept getting error after error, couldn't send or receive, the "test settings" option in outlook wouldn't work, etc. Made this change and everything works fine.
