Outlook 2003 won't open

When I try to open Outlook I get the following error message 'Cannot start
Microsoft Office Outlook. Unable to open the Outlook window. The set of
folders could not be opened.'

I've tried opening in safe mode using the /safe command...but no luck

If your mailbox is on an Exchange server, Outlook can't connect to it. Is
your mailbox is a PST, Outlook can't open it. If the latter, open your mail
profile and see if the PST reference is incorrect somehow and check to make
sure your PST is where it should be according to the profile.
