outlook 2003 won't open

get this message "Cannot start Microsoft Office Outlook. Unable to open
Outlook Window. The set of folders could not be opened.

I scanned for viruses with Norton Antivirus and Windows on line program. I
tried repairing and have uninstalled and reinstalled.

Problem started after I tried to increase my Windows applications.
