Outlook 2003 won't open in ie but outlook express does

I just upgraded my harddrive form 120 gb to 400 gb using segates disk
utility and when all was done eveything except system restore and the
read email link from ie 7 worked fine. OL express would open and run
ok but OL 2003 would not, no error just won't open. Doesnt' work in
firefox either. Have uninstalled and reinstalled Office, no luck. Have
unistalled ie7, no go either. Got system restore to work again by
diabling the service from the managment console then starting it from
the system restore tab in my computers/proporties. There seems to be
some connection from ie to outlook that has broken and I can't find and
fix, don't understand why OL express works ok though. And yes I have
set them each in the internet options tab when switching between them.
Any help would be appreciated. TIA

It's a shot in the dark but have you setup a fresh profile here: Control
Panel > Mail applet?

Tried to remake my profile and it tested ok but outlook 2003 will still
not load from the read mail icon in ie but will load from it's start
menu icon and run fine. Switching to outlook express gives me back the
functionality I want from ie but I like the way outlook 2003 looks and
runs better. Is there some dll it uses to start that may have been
damaged in the drive upgrade that it does not install but uses the
windows xp file already there?
